Biography
After more than 20 years of working in the health field,
Jamease Kowalczyk is known for using evidence-based
evaluations to address leading healthcare issues of the day
and effectively communicating her findings to policy
makers, agency officials and healthcare administrators. Over her career, her
experience in health incorporates the disciplines of Microbiology, Epidemiology,
Budget Analysis and Health Policy.
In her current position as a Senior Policy Associate with Acumen, LLC, Jamease
contributes to Acumen’s strategic development process by bringing to the table
her extensive knowledge and experience in working with healthcare
policymakers on Capitol Hill. As a former analyst and SAS programmer, Jamease
skillfully guides senior staff in research on healthcare issues and effectively
translates the findings and importance of the results to key leaders in top positions
of federal agencies across the government.
Formerly, Jamease was an Epidemiologist specializing in HIV/AIDS research and
later a Principal Analyst in the Medicare Cost Estimates Unit at the Congressional
Budget Office (CBO). As a Principal Analyst, Jamease conducted evidencebased evaluation of the effects of proposed legislation on the federal budget,
consulted with congressional staffers working on issues related to Medicare and
educated congressional staffers on elements within proposed legislation that
could drive or reduce federal spending. She contributed to the production of
hundreds of informal cost estimates, more than 50 formal cost estimates, more
than 35 CBO reports, seven working papers and three blog post mentions.
Moreover, she conducted analyses for major modeling projects and reports
across four divisions of CBO. Cost estimates for which Jamease conducted
analyses included major healthcare legislation passed from 2008 to 2020, like the
Patient Protection and Affordable Care Act (ACA), the Medicare Access and
CHIP Reauthorization Act of 2015 (MACRA), The 21st Century Cures Act (Cures
Act) and the Paycheck Protection Program and Health Care Enhancement Act.
In addition, Jamease oversaw data onboarding of new analysts in the Medicare
Cost Estimates Unit and led a Subject Matter Expert Working Group on Health to
facilitate cross-functional knowledge by inviting internal and external speakers
with healthcare expertise to speak to analysts within the organization.
